Carrizo Springs CISD – January Summary Report

A special meeting of the CSCISD Board of Trustees was held on January 17, 2012 for the purpose of soliciting public input on the district’s Academic Excellence Indicator System (AEIS). Shortly after this meeting ended the regular meeting began with the recognition of each individual board member for his or her service to the school children of the community. Mr. Joey Cantu, dual credit American History teacher, was also recognized by the board and Southwest Texas Junior College (SWTJC) for his “outstanding job in making sure that the students are prepared for and engaged in learning the material being presented.”  SWTJC Dean of Students, Hector Gonzales, also stated that “without question, the Carrizo Springs students are the best prepared and highest performing students in SWTJC’s 11-county service area”. Mrs. Anna Diaz, Executive Director for Financial Services, and the District were recognized for receiving the Certificate of Achievement for Excellence in Financial Reporting presented by the Government Finance Officers Association of the United States. This certificate, which Mrs. Diaz and the district has earned for the past three years, is only awarded to entities who have achieved the highest standards in government accounting and financial reporting.
 
Monique M. Gonzalez, Executive Director for Human Resources and Student Services, recommended to the board of trustees the approval to lift 2011-2012 salary freeze for all school employees for the school year 2012-2013 and the approval of changes to DFFA and DFFB Local Policies.  The changes in policy would incorporate changes to Reduction in Force procedures.  Presented to the Board of Trustees was the 100% Highly Qualified status of Carrizo Springs CISD.   All teachers at Carrizo Springs CISD meet the highly qualified requirements. Mr. J. J. Ortiz, principal of Carrizo Springs Elementary, presented to the board of trustees an update on the campus’ attendance and progress.

Mrs. Anna Rocha-Diaz, Executive Director for Financial Services presented several action items to the Board of Trustees.  The Board approved the District’s Comprehensive Annual Financial Report for the fiscal year ending August 31, 2011.  The audit was conducted by Bill C. Rocha, CPA and the District’s received an unqualified opinion.  In addition, the Board approved the Designation to the General Fund’s fund balance to remain in compliance with GASB statement 54 by allocating amounts into the different categories, as outlined by the Board. The district’s fund balance increased by $2,443,716 this year for a total of more than $9 million. Due to the District’s financial position and current fund balance, the Board approved to pay-off its outstanding Lone Star Loan which improves the District’s overall financial position; and the contract with Patterson & Associates for professional services as the District’s Investment Advisor and updated its investment policies and strategies.  During the meeting, the Board approved the schematic design of the proposed High School, approved to open the District’s Construction account and set change order limits by designating authority to the Superintendent of Schools.  The Board discussed and approved the request to obtain bid quotes to upgrade the overall District’s Athletic Complex to meet the needs of our students. If approved the project would be paid for with money set aside in General Fund, not with Bond Funds which may only be used to build the new High School and Carrizo Springs Intermediate School and for repairs to CSE and JH.  In addition, the Board approved the upgrade to Cafeteria Equipment at all campuses to improve the efficiency.  The Board reviewed the District’s Worker’s Compensation update in which the District has received $28,016.32 as a refund for the 2010-11 plan year.   The Board reviewed and/or approved the regular monthly board agenda items including accounts payable, tax collection report, financial statements, disposal of surplus property, budget amendments; and tax refunds.
