The Children's Internet Protection Act (CIPA) is a federal law enacted by Congress in December
2000 to address concerns about access in schools to the Internet and other information. For any school that receives discounts for Internet access or for internal connections, CIPA imposes
certain requirements.
Under CIPA, schools subject t o CIPA do not receive the discounts offered by the "E-Rate"
program (discounts that make access to the Internet affordable to schools) unless they certify that they have certain Internet safety measures in place. These include measures to block or filter pictures that: (a) are obscene, (b) contain child pornography, or (c) when computers with Internet access are used by minors, are harmful t o minors.
Schools subject to CIPA are required to adopt a policy addressing: (a) access by minors to
inappropriate matter on the Internet and World Wide Web; (b) the safety and security of minors
when using electronic mail, chat rooms, and other forms of direct electronic communications; (c) unauthorized access, including so-called "hacking," and other unlawful activities by minors
online; (d) unauthorized disclosure, use, and dissemination of personal information regarding
minors; and (e) restricting minors' access to materials harmful to them. CIPA does not require
the tracking o f Internet use b y minors or adults.
From the school year 2001-2002 and thereafter, schools and libraries are required t o certify that they have their safety policies and technology in place, or that they are taking the necessary actions to put them in place before receiving E-rate funding for the following school year.
Each year i n the fall or early January, the District reviews the Children's Internet and Protection
Act (CIPA) as part o f our Electronic Communications Policy (CQ Local). This board policy
review is required by federal law to certify that Carrizo Springs CISD provides a content filter and the protections cited above. Our content filter provides the following:
• Controls student access to inappropriate materials, deemed harmful to minors
• Ensures students' safety and security i n the use o f electronic communications
• Prevents unauthorized access, including hacking
• Restricts unauthorized disclosure, use and dissemination of personally identifiable student information.
Through this memorandum, l a m requesting that the Carrizo Springs CISD Board of Trustees certify that the CQ Local policy provides for protection for children through content filters as outlined in the federal statutes under CIPA.

Carrizo Springs CISD - Terms of Use for Email Access
1. Purpose Carrizo Springs Consolidated Independent School District (CISD) provides email access to its students, staff, and faculty to facilitate educational and administrative communication. By accessing the Carrizo Springs CISD email services, users agree to abide by these Terms of Use.
2. Authorized Use Email accounts provided by Carrizo Springs CISD are for official school-related communication only. Unauthorized use for personal, commercial, or other non-school purposes is strictly prohibited.
3. Privacy and Monitoring Carrizo Springs CISD reserves the right to monitor email communications to ensure compliance with district policies. Users should have no expectation of privacy for communications sent or received on district email accounts.
4. Prohibited Conduct Users are prohibited from:
- Sending, receiving, or storing content that is abusive, defamatory, pornographic, or illegal.
- Sharing confidential district information without authorization.
- Using email to harass, threaten, or discriminate against others.
- Engaging in any activity that disrupts network performance or security.
5. Security Users are responsible for safeguarding their email login credentials. Sharing passwords or allowing unauthorized access is prohibited.
6. Compliance All email communications are subject to federal, state, and district policies, including but not limited to the Children’s Internet Protection Act (CIPA), Family Educational Rights and Privacy Act (FERPA), and any applicable district-specific guidelines.
7. Violations Failure to comply with these Terms of Use may result in disciplinary action, including revocation of email access, disciplinary action under district policy, or legal action as applicable.

Carrizo Springs CISD Student Device Terms of Use
1. Purpose and Ownership
Carrizo Springs CISD provides Chromebooks and iPads to students to support educational activities and enhance learning. These devices remain property of Carrizo Springs CISD and are assigned to students for educational purposes only. All students and their parents/guardians must read, understand, and agree to this Terms of Use policy.2. Acceptable Use
Students are expected to:- Use devices responsibly and solely for school-related activities.
- Follow district guidelines and policies, including Internet safety and digital citizenship.
- Report any damages, malfunctions, or loss of devices to the school immediately.
3. Prohibited Activities
Prohibited activities on the district-provisioned devices include, but are not limited to:- Installing unauthorized software or applications.
- Accessing inappropriate websites or content.
- Attempting to bypass network security protocols or interfere with district software, systems, or settings.
- Using the device for non-educational or personal activities such as gaming, social media, or shopping.
4. Privacy and Monitoring
Carrizo Springs CISD reserves the right to monitor all activity on district-provisioned devices. Student privacy will be respected in compliance with district policies, but students should be aware that no expectation of privacy applies while using school-provided devices or networks.5. Care and Maintenance
Students are responsible for the care and safe-keeping of their assigned devices:- Keep the device in its protective case (if provided) and avoid exposure to liquids, extreme heat, or cold.
- Use only district-approved accessories, such as chargers and cables.
- Follow the district's guidelines for maintenance and repairs.
6. Loss, Theft, or Damage
Students and their parents/guardians are financially responsible for loss, theft, or damage to the devices beyond normal wear and tear. Lost or stolen devices must be reported to the school as soon as possible, and a police report may be required.7. Violation of Terms
Failure to comply with these terms may result in disciplinary actions, including restricted access to devices, suspension of privileges, or other appropriate actions according to Carrizo Springs CISD policy. -

- Educational Purpose: Students are granted access to these digital resources strictly for educational purposes and district-related activities.
- Prohibited Conduct: Students must not engage in:
- Sharing personal information or passwords.
- Accessing, uploading, or sharing inappropriate or non-educational content.
- Disruptive activities, such as cyberbullying, hacking, or altering software.
3. Account Security and Privacy
- Account Responsibility: Students are responsible for keeping their login information secure. Sharing login credentials is prohibited and may result in loss of access to resources.
- Privacy Protections: The district takes measures to protect student data. Unauthorized attempts to bypass security measures are strictly forbidden and subject to disciplinary action.
4. Safety Guidelines
- Online Behavior: Students should exercise caution when interacting online and avoid sharing personal information.
- Reporting: Any suspicious activity, inappropriate content, or security concerns should be immediately reported to a teacher, counselor, or IT staff member.
- Monitoring: To ensure student safety and compliance with policies, the district may monitor online activity on school-provided accounts.

Carrizo Springs CISD Internet Safety Policy
1. Purpose
The purpose of this Internet Safety Policy is to ensure that Carrizo Springs CISD promotes safe, responsible, and lawful use of the Internet and digital resources by students, staff, and all authorized users. This policy supports compliance with the Children’s Internet Protection Act (CIPA) and other applicable federal and state regulations.
2. Scope
This policy applies to all users of district-owned devices, any personal device connected to district networks, and all district-provided Internet or digital services.
3. Definitions
• User – Any individual accessing district technology resources.
• Inappropriate Content – Includes obscene, pornographic, or harmful material as defined under CIPA.
• Technology Protection Measure – Hardware or software used to filter or block inappropriate content.
• Unauthorized Access – Attempts to bypass security, hack systems, or access restricted information.
4. Policy Requirements
4.1 Filtering and Blocking
• Carrizo Springs CISD uses content filter(Content Keeper) to prevent access to harmful or inappropriate material.
• Filters will not be disabled for students except for approved research purposes under staff supervision.
4.2 Monitoring & Supervision
• Online activity of minors will be monitored.
• Staff supervision is required during student Internet use.
4.3 Acceptable Use – Prohibited Activities
• Accessing, storing, or transmitting inappropriate, obscene, or harmful content.
• Attempting to bypass filters or security controls.
• Unauthorized access to systems, data, or networks.
• Using district resources for personal financial gain, political activity, or unauthorized purposes.
5. Education & Digital Citizenship
The district will provide Internet safety instruction, including cyberbullying prevention, digital citizenship, ethical online behavior, and protection of personal information. Staff will receive ongoing training as needed.
6. Privacy, Data Security, and Student Protection
• Unauthorized disclosure of personally identifiable information (PII) is prohibited.
• Only district‑approved software and applications may be used for instructional or administrative purposes.
7. Consequences for Violations
Violations may result in disciplinary action, including loss of access privileges, restitution for damages, suspension, expulsion, or employment consequences. Illegal activities may be referred to law enforcement.
8. Implementation and Review
The district will review this policy annually and update it as needed. The policy will be made available through district publications and communications.
9. Parental/Guardian Involvement.
Parents/guardians will be informed of the Internet Safety Policy and may be required to sign acknowledgment forms before their child receives access to district technology resources.
